Digital Governance Strategy: Streamlining ADHAR Card Data Updates

Digital Governance Strategy: Streamlining ADHAR Card Data Updates

Summary

In India, updating Aadhaar card data poses significant challenges due to the large population and high service charges. Digitalization offers a solution to simplify this process, leveraging the fact that 60% of India's population uses smartphones, online payments, and Facebook. Empowering individuals to update their own data online can revolutionize the way government identification cards are managed.

Technology Requirements

1. Digital Infrastructure:

The government must establish a robust digital infrastructure powered by big data technology and cloud computing. This infrastructure will facilitate the updating of billions of existing data records.

2. Big Data Technology:

Big data technology enables the efficient processing, analysis, and management of vast amounts of data, making it essential for handling the large volume of Aadhaar card data.

3. Cloud Computing:

Cloud computing provides scalable and secure storage and computing resources, allowing for the centralized management and access of Aadhaar card data.

Implementation Techniques

1. Decentralized System:

Create a common decentralized system where banks and educational institutions can upload multiple photocopies of customers' government IDs and related documents. This system will facilitate the updating of data from existing documents to new ones.

2. Bank Engagement:

- Individuals can update their government ID photocopies and bank passbook photocopies. This allows them to update data from their bank passbooks to their government IDs, including name, address, and date of birth.

- Each bank should verify its customers' information and share the required Aadhaar card photocopies into the common system with the customers' approval to update the latest data into government IDs.

3. Educational Institution Engagement:

- Every educational institution should verify its students' information and share their information with the required Aadhaar card into a common portal with the students' approval to update their latest data into government IDs.

Process Method

Once all original data of customers is received from banks and educational institutions, along with the Aadhaar card that needs to be updated, the following process is followed:

1. Verify the Aadhaar card and bank passbook sent by the customer's bank.

2. Verify the Aadhaar data and school-registered data sent by educational institutions.

3. Approve both data sets as valid.

4. Compare Aadhaar data with updated documents.

5. Validate the Aadhaar data and other documents.

6. Update Aadhaar data from approved documents.

Benefits

1. Simultaneous verification and validation of billions of records, including Aadhaar cards, bank data, and educational institution data.

2. Aadhaar becomes a common identification method for all stakeholders.

3. Increased inclusiveness and transparency between the government, customers, and stakeholders.

4. Paves the way for the digitalization of all stakeholders and students.
